Handle the fact that each measurement might have a unique report_id

Resubmissions since at least probe-multiplatform each have a different report_id, instead of sharing it inside of a measurement set.

In the upcoming anonymous credentials work this will apply also to all measurements

As a secondary objective we should consider backward compatibility for older measurements before probe_id was a thing and failover to using report_id.
