Sticky Table of Contents for README on the package page

If used to access anchors lower down, the TOC is no longer accessible.
I think it would be convenient to make it sticky so it remains so.

Same thought, I'd love to actually render the TOC button inside the sticky header after scrolling past it. But the sticky header is already so cramped. I feel like the docs/code/compare "toolbar" could move somewhere else.
