Changing Input in Compare Package shouldn't reset scroll #2098

Describe the bug
Currently changing all of the inputs in the Compare Package page resets the scroll to the top. Would be nice if it keeps its scroll to not disorient the users.

Is this related to how the compare page modifies the url for each package added, and treats it as navigation, therefore resetting the page?

could make scroll preservation a per page thing, think it is relatively straightforward to change, hopefully without breaking too much ;)
