Remove Spanner from cloudops-infra state and delete v1 code

After STOR-720, drop Spanner from cloudops-infra so two repos are not both managing the same resources.

1. terraform state rm each Spanner resource in projects/sync/tf/prod/project and projects/sync/tf/nonprod/project. State removal only. Deleting the code and applying would destroy a live Spanner instance.
2. Then remove the code and confirm an empty plan.

cloudops-infra has no Atlantis, so step 1 is a manual run by someone with repo credentials (SRE).

Blocked by STOR-720.
