Steps to reproduce
Use VSCode + TypeScript 7 plugin
Issue
My project uses Yarn 4, previously for VSCode TS to work with, it needs to generate SDKs in .yarn/sdks/typescript. However, as TS7 haven't had language server yet (bin/tsserver), now it's currently broken.
Also tsc binary is not working as well, as tsc cannot access the third-party .zip archives in .yarn/cache

"uses Yarn 4" is not enough info to go on - we really need a concrete repro to investigate.
