test(cli): name the pinned-port holder when a sibling misses its deadline - #8003
Windows 5/11 of lane=all run 41061583113 (dev b53b5d26e) failed a sibling instance leaves the live owner's client routing alone > a sibling's replacement that starts while the owner is down stays a sibling. The message was timed out waiting for sibling runtime record (requested port 54367, pid 760, last record none), and the child wrote no stdout or stderr in the 45 s Windows CI budget. The case passes locally on Windows, both alone and in the whole file (12/12).
This symptom has several possible causes, and the message cannot tell them apart. A pinned port taken between freeLoopbackPort() and the child's bind leaves the child silently waiting in port reclaim for up to 60 s; the comment above startSibling describes that mode, and #7740 fixed it for the forged-env case. A child that bound but had not yet published its record looks the same, as does a child that never reached its bind. Before guessing at a fix, this PR makes the timeout say which one happened. When a pinned start misses its deadline, the error now lists the Windows netstat rows for that port with their owning PIDs, marking the child. It takes that read-only snapshot before the child is killed, then reports whether the port is still bound once the child has exited. The diagnostic never throws: a missing or failing netstat is reported as such, and spawnSync is bounded to 5 s. Behavior and assertions are unchanged.
One theory I checked and rejected: Windows hands out ephemeral ports sequentially (a probe picked 50701; the next 64 outbound connections took 50702 onward, and none reused the released port in 20 trials). So outbound connections on the runner are an unlikely thief on Windows, and moving pinned ports out of the ephemeral range would not be a supported fix here.
Verification
Simulations (scratch copies, not committed). When the test process holds the pinned port before spawning the replacement, the case fails with CI's symptom and the message names the holder: ... last record none, port holders: still bound after kill; LISTENING pid 36224), where 36224 is the test process. With netstat replaced by a missing executable, the original timeout is kept and reports netstat unavailable (ENOENT).
bun test tests/cli/cli-start-journal-order.test.ts on Windows: 12 pass / 0 fail.
bun run typecheck: no errors.
NOT RUN: full local suite (shared host). Hosted Windows coverage comes from the batched lane=all dispatch on dev.
Checklist
Scope stays focused and avoids unrelated cleanup.
Docs or release notes were updated when needed. (Test-only.)
Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults. (Test-only. The message adds port state and PIDs only; netstat output is filtered to the pinned port.)
Summary by CodeRabbit
Bug Fixes
Improved CLI timeout diagnostics when a sibling process fails to start. Messages can now identify matching Windows TCP sockets and mark the child process, then report whether the requested port is available after the child exits.
If the child remains alive after the wait period, the port availability check is skipped. On platforms without socket details, or when no port was pinned, the message indicates that status.
…line
A pinned sibling start that misses its record deadline is ambiguous: the port was taken between probe and bind, the child bound without writing its record, or it never bound. Report whether the port is bindable and, on Windows, the netstat owners of that port (windows 5/11 of lane=all run 41061583113).

Walkthrough
The sibling-start timeout handler now collects pinned-port diagnostics before terminating the child. For pinned ports, it waits up to five seconds for the child to exit and checks whether the port can be bound. The timeout message includes these diagnostics or reports not pinned.
The handler collects matching Windows TCP socket rows and marks the child PID before termination. For pinned ports, it waits up to five seconds for the child to exit and checks port bindability. For unpinned starts, it reports not pinned. The timeout message includes the diagnostics.
lidge-jun/opencodex#7740: Changes the same timeout path to support optional ports and include requested-port, child-PID, and last-record context.
Merge Risk: Low · up to 4fc0d
Windows timeout diagnostics can misidentify the port holder or omit which local address matched; the change is otherwise bounded and mergeable with follow-up.

…while the child lives
Review: a missing netstat threw over the original timeout, and the bind probe ran while the child was alive. List sockets before the kill with a bounded, non-throwing netstat, then probe bindability after the child exits.

Do not classify every probe failure as bound.
pinnedPortHolders sets bindable = false for every exception from Bun.serve, then reports bound. This includes failures unrelated to an occupied port, so the timeout diagnostic can claim that a process holds the port when the probe itself failed. Report the probe as unavailable and include the caught error, or use a separately validated address-in-use classification.

Include the local address in each socket row.
Different addresses can have listeners on the same port. This filter includes those rows, but the output discards their local addresses, so the diagnostic cannot identify which PID holds 127.0.0.1. Retain cols[1] in each reported row. (learn.microsoft.com)

Maintainer integration (lane L1, cross-platform CI). Squash-merging into dev under the maintainer-integration exception in MAINTAINERS.md. This records the decision; it is not a self-approval.
Exact head:4fc0dc2e5e211e77ec7c7a0173707c61b5b75bb4 Exact-head CI:CI run 41066015310 (headSha 4fc0dc2…, conclusion success): gates, test changed and ci success. CodeRabbit, enforce-target and hygiene pass. Review: three fresh independent review rounds, none by the author:
MUSTFIX: an unlaunchable netstat could throw over the original timeout, and the bind probe ran while the child was alive. Both were fixed.
NEAR-PASS: the wait after the kill was unbounded. It is now bounded to 5 s.
NEAR-PASS: after a timed-out wait, the probe could find the child itself. The probe is now skipped in that case.
The final round returned PASS at this head, with 12/12 on Windows. No assertion changed. Scope note: this adds diagnostics only. The root cause of the Windows 5/11 failure in run 41061583113 is still unknown; a recurrence will now name the holder of the pinned port. Union check: one existing test file is modified, with no baseline entry and clean git merge-tree.
