📝 WalkthroughWalkthroughThe launcher runtime tests now derive Windows process timeouts from shared constants. They warm copied Bun executables before PATH fixture use and set a platform-specific deadline for real PATH validation. ChangesLauncher runtime test timing

If PowerShell repeatedly stalls, a Windows CI shard can hang for minutes instead of failing quickly. Bounding the retries with one shared deadline is a small follow-up. Pre-merge checks |

Raise the enclosing Bun test timeout
On Windows, the callers in the Node launcher PATH fallback activation block do not specify a test timeout, so Bun's 5-second default remains the outer ceiling. If the copied bun.exe takes 5–30 seconds to start—the exact cold-start window this new child timeout is intended to permit—the test runner times out and kills it before spawnSync can complete, leaving the flake unresolved. The 15-second findPathBun deadline at line 618 has the same mismatch. Give the affected tests or file an outer timeout that covers the warm-up, launcher invocation, and cleanup.

Bound PowerShell retries by one shared deadline.
On Windows, this gives each spawnSync call a fresh 30-second timeout. captureWindowsProcessIdentity() retries up to 20 times (Line 153) after errors. If each PowerShell launch times out, the synchronous test thread can block for about 10 minutes, exceeding the 45-second SPAWN_BUDGET_MS (tests/helpers/test-budget.ts, Line 34).
Set one deadline for the full retry loop. Pass each attempt only the remaining time and stop retrying when the deadline expires.

A loaded windows-latest runner missed the 2s PATH Bun deadline and spent the product 5s probe on a freshly copied bun.exe. The direct probe uses the internal deadline on win32, that copy is warmed before the launcher runs, and the identity powershell wait uses the shared spawn budget so one slow query does not retry out the case. INTERNAL_DEADLINE_MS(15s). Other platforms stay at 2s.bun.exeand then letbin/ocx.mjsprobe it with the product 5s budget. A first exec of that copy is the slow one (about 1.5–2.3s under load, about 19ms once warm), so the test runs--versionon the copy before Node starts. The product probe budget is unchanged.windowsProcessIdentitygave each powershell query 10s and retried up to 20 times, which spent the 120s effective-runtime cases before a slow first query could succeed. That query now usesSPAWN_BUDGET_MS - INTERNAL_DEADLINE_MSon win32.Verification
