fix(release): make dispatch own fork tags

What

• add the repository-dispatch entrypoint for BETA candidate builds
• create the fork tag from the dispatched checked-out commit using the fork workflow token
• propagate the dispatched BETA channel into the build and release metadata

Verification

• bun test test/amicode-release-workflow.test.ts
• YAML parse of .github/workflows/amicode-release.yml
• full workspace typecheck via the pre-push hook

Paired with harmoniqs/amicode candidate-dispatch-race.
