Closes #1714.

The quantum-motion platform skill: the QM hardware class (natural-Si MOS / 22 nm FDSOI dots, S-T0 encoding, full Heisenberg exchange, gradient drift), the exchange-π = SWAP identity, the verified solve recipe from the 2026-10-04 campaign (ST exchange π-rotation F = 0.99996 @ T = 10 ns, all re-rollout-verified), the T = π/J_max speed-limit structure, the analytic-seed saddle failure mode, and the cliff-free charge-noise audit numbers. Every number carries provenance (arXiv id or run id).

• Lint: the card itself is clean (zero errors, zero warnings); the repo-wide lint FAIL is pre-existing on main (research/SKILL.md companion errors) and untouched by this PR.
• Draft for review — do not merge without human read. Deployed copies refresh at the next deploy-stage.
