Part of #1679. Closes #1687. TDD green: 36 new tests (19 core + 17 verb), typecheck clean, package 2102 passed (only the known pre-existing band). The monthly health verb: five KPI families (created-vs-applied, time-to-distill, backlog trends, refutation rate, schema compliance) rendered from pass receipts + claim state — no ad-hoc recomputation, every number carries provenance, unmeasured families stated never faked. Brief is period-keyed (health-YYYY-MM.md), atomic write, byte-identical re-render (pinned). Bonus parity: the receipt parser read the REAL Python bot's journal (189 receipts) with zero findings — live-data parity. The report measures, never acts (decoy substrates survive --apply byte-identical, test-pinned).
