fleet: replace Fix fleet / Show details popup with Troubleshoot - #1406

The activation-time fleet drift popup had two buttons — 'Fix fleet' (ran install.sh in a terminal) and 'Show details' (opened the output channel). Replace both with a single 'Troubleshoot' button that opens a new chat session invoking the troubleshoot-fleet skill — the same path the sidebar's Troubleshoot button takes. Also updates the message label from 'fleet drift' to 'fleet issue'.

The activation-time fleet health popup had two buttons that didn't match the new peer fleet world:
install.shin a terminal (installs the guard/tunnel — irrelevant for server-mode machines)Replace both with a single Troubleshoot button that opens a new chat session invoking the
