In a peer fleet the data-plane posture detector has no traffic to observe, so linkHealth stays "down" even when all peers are healthy.

For server-mode machines, override the posture badge from the roster: reachable peers → ok, all down → down, mixed → degraded. Client-mode machines keep the data-plane-derived posture as before.

In a peer fleet the data-plane posture detector has no traffic to
observe (no hub proxy), so linkHealth stays 'down' even when all
peers are healthy. For server-mode machines, override the posture
badge's linkHealth from the roster: reachable peers → ok, all peers
