WS2 — Pulse pack extraction: runtime instructions rewritten loop-first

Important

Problem — The compiled runtime instructions are ~60% pulse-designer interview; the product reads pulse-shaped even though the thesis is domain-general (parent #368). The pulse-designer must be demoted from the product spine to the quantum-control pack's onboarding.

Approach — Rewrite the extension's runtime instruction template loop-first: identity, voice, the run contract, and the error-corrected loop stay at the top level; the pulse interview, composite/formulation authoring maps, and scope guidance move into the quantum-control pack's score content loaded through the WS1 manifest. Pure reorganization — no physics content changes.

Scope — in: instruction rewrite, pulse content relocation, regression parity · out: QEC content (WS3), any new physics.

Acceptance Criteria

  • The compiled instructions open with the domain-general loop; pulse-specific content appears only through the pack's score
  • Regression parity: the full public skill bundle stages unchanged, and one transmon X-gate solve completes green through the tiered gate
  • No pulse physics content is altered (diff-visible reorganization only)
  • The onset router offers the pack's interview as one path, not the product's spine

Testing Decisions

Update the compiled-instruction snapshot tests to the new golden (red first); reuse the existing solve e2e fixture for the green-solve criterion. Extends #369's test surface (the manifest now feeds the compiler).

Key Decisions

  • The interview rail becomes generic research intake (domain detection → pack load → campaign proposal); the pulse stages are its first instantiation.
  • Voice and identity are pack-independent and stay at the top level.

Constraints & Invariants

  • Regression parity is the gate — a user solving a transmon gate before and after cannot tell the difference except where the router shows.

Prior Art

  • The current instruction template and its compiler; the onset router; the staged fallback project.
