Armonia · Durable delegation work requests with budget inheritance #1881
Description
Important
Problem — Agents delegate through spawned sessions and subagents with depth/count caps but no durable request, no budget carried to the child, and no record others can discover or claim. A coordinator restart loses who was waiting on whom.
Approach — Delegation creates a durable work request — deliverable, acceptance checks, budget slice, permission set, assignee — claimed under a generation-fenced lease. The child's usage draws from the originator's campaign; its permissions never exceed the originator's.
Scope — in: work-request record and states, creation from session spawns and subagents, lease claim/heartbeat/expiry, budget slicing, permission narrowing, result reference, listing within an environment. out: automatic discovery/recommendation of related work.
Assumptions — Campaign authorization and membership are in place.
Acceptance Criteria
- Delegating creates a work request whose budget slice is deducted from the originating campaign.
- A child cannot be granted a tool or device access its originator lacks.
- A work request and its lease survive a coordinator restart.
- A holder whose lease expired cannot publish a result; the request becomes claimable again.
- Members of the environment can list open and in-progress work requests; non-members cannot.
- Completing a request records its result reference and closes the lease exactly once.
Testing Decisions
Extend session-spawn and task-tool tests, session lineage tests, and the coordination ledger's claim/heartbeat/release tests (persisted, not in-memory).
Key Decisions
- The lease is fenced by generation; stale generations are rejected.
- Depth and count caps remain as an extra guard.
Data Contracts
- Work request: id, originating campaign and session, deliverable, acceptance checks, budget slice, permission set, assignee, lease (holder, generation, expiry), state, result reference.
Constraints & Invariants
- Delegation never creates budget or authority.
Prior Art
- The session-spawn tool and policy, the task tool, session lineage, the coordination ledger, the generation fence, Add durable Work Column record and lease journal #979.
