chore(agents): grant question: allow on director mode cards #1349
Problem — The Amico director mode cards (the research and develop loop agents) don't declare the question permission in their frontmatter, so under the current engine defaults those agents are denied the question tool — the card-authored interview/ask flows silently fail in those modes. The engine-side default is being fixed separately; the cards should carry the explicit grant so their intent is self-documenting and they survive engine default drift. Approach — Add question: allow to the permission frontmatter of the two director mode cards only (the loop directors). Cast subagent cards stay without the grant — they are designed never to block on the user. Scope — in: the shipped mode-card frontmatter + packaging/staging tests if they assert frontmatter · out: cast subagent cards, engine permission defaults (separate issue in harmoniqs/opencode).
Acceptance Criteria
Both director mode cards declare question: allow in their permission frontmatter.
Cast subagent cards (experimenter, analyzer, hypothesizer, implementer, librarian) are unchanged.
The extension test suite passes (including any card/staging fixture assertions).
Testing Decisions
Run the extension test suite; extend card fixtures only if an existing test asserts the exact frontmatter key set.
Key Decisions
Director cards only — grant follows the "primary agents may ask, subagents must not" rule.
Fix in the package source cards (they are re-staged to the user config dir on every activation; staged copies are build artifacts, never edited).
Constraints & Invariants
Staged copies under the user config dir are never hand-edited; source cards are the only source of truth.
Cards remain compatible with engines where the question tool default already allows primary agents (grant is idempotent).
Prior Art
The mode-card staging module (copies every shipped card to the global agents dir on activation).
The card permission frontmatter convention (edit/bash grants already present on director cards).
Notes
Harness-level counterpart: harmoniqs/opencode issue for allowing the question tool by default for primary-mode agents. Both fixes together mean the director modes get the question tool whether the card grant or the engine default reaches them first.
