Rust: Remove parser fixture workaround - #22767

Remove the temporary code-scanning workaround added while the previous Rust extractor could not parse a rust-analyzer fixture. The updated extractor is now running in CI, so the extra
cargo fetchand fixture deletion are no longer needed.
