Fix phi_split_optimality.t27 invariant and test bugs

- Fix invariant self_similarity_respects_bit_budget to call optimal_allocation_by_rounding instead of optimal_ratio_by_self_similarity
- Fix test optimal_ratio_by_self_similarity_respects_budget to expect correct sum
- Both fixes address off-by-one errors where functions with different contracts were invoked as if they had the same one
