Refs #8887 (CR-CHAT-07 ring tracker). Parent epic: gHashTag/trios#1812 (W2, own lane, T-PORT). Sixteenth CR-CHAT-07 ring target delivered: the size-distribution rules (R-CHAT-10) — batch ceiling (4096), observation floor (16; empty fails it), per-observation zero-id probe, repeated-id scan ([16]u8), zero-size probe, then — both trains present — the KS-like distance ceiling (×10000 ≤ 2000; the split fixture measures exactly 10000, the matched batches 0) — D5 verdict with every payload field, original rule order, all ten CTSD tests transcribed plus helper and rule-order tests (12 total, 0 vacuous). The original's KS fold is u64 integer arithmetic throughout — ports whole, no float, no caller-computed statistics; sort-and-dedup → ascending distinct-size walk (the CIDT byte-order min-tracking form); cumulative counts read the records directly; BTreeSet → visited-scan. t27b 12/12 native; t27c 12/12; gen-rust compiles under rustc (0 errors, 0 &'static str, 0 Vec<const); coverage Untested 0; seal all hashes MATCH; ledger row included (pass, non-pass untouched). Dedup checked. Sequencing: one-line ledger rebase if the earlier lane PRs land first — I take it on request.

…hTag#8887)

The sixteenth CR-CHAT-07 ring target (W2, R-CHAT-10): the
size-distribution rules - the batch ceiling, the observation
floor (sixteen; an empty batch fails it), then per observation
the zero-id probe, the repeated-id scan and the zero-size
probe, then - both trains present - the Kolmogorov-Smirnov-like
distance ceiling over the real and cover empirical distributions
(scaled by ten thousand, two thousand the ceiling) - as the D5
verdict with every payload field, the original's rule order,
and all ten CTSD tests transcribed plus helper and rule-order
tests.

The original's KS fold is u64 integer arithmetic throughout, so
it ports whole with no float and no caller-computed statistics;
the sort-and-dedup of the size union becomes the ascending
distinct-size walk, and the cumulative counts read the records
directly. The BTreeSet dedup becomes a visited scan. The split
fixture measures a distance of exactly ten thousand.

Checks (conventions 0-14): t27b test 12 passed 0 failed; t27c
test-report 12/12, 0 vacuous; gen-rust output compiles under rustc;
coverage Untested 0; ASCII only; seal saved, all hashes MATCH;

Merge request for the gHashTag merger: steward READY (required all SUCCESS — validate, check-linked-issue, parse-ratchet, t27b-native-linux, t27b-native-macos; the red ones are non-required per Q16 and red on master too). Ledger row included; one-line rebase if the earlier lane PRs land first — I take it on request.
