Refs #8887 (CR-CHAT-07 ring tracker). Parent epic: gHashTag/trios#1812 (W2, own lane, T-PORT). Fifth CR-CHAT-07 ring target delivered: the destination-uniformity rules (R-CHAT-10) — batch ceiling, emission floor (20), per-emission zero-dest probe and declared-set membership ([16]u8; the slice-of-arrays parameter becomes the DeclaredDest record form), then over the declared destinations the per-dest floor (≥ 5) and the dominance ceiling (≤ 3/4 of total, integer cross-multiplication against a truncated quarter; CDUG-09's 12-of-36 sits exactly at the ceiling and passes) — D5 verdict with every payload field, original rule order, all ten CDUG tests transcribed plus helper and rule-order tests (12 total, 0 vacuous). Honest adaptation: the original's CDUG-06 materialises 1,000,001 emission records (16 MB) to trip the batch ceiling — beyond the t27b runner's stack (largest carried fixture ≈ 3 MB); the port documents the limit, keeps the rule in code, and covers it from below with the largest buildable batch (100,000, accepted). BTreeMap counter → count scans. t27b 12/12 native; t27c 12/12; gen-rust compiles under rustc (0 errors, 0 &'static str, 0 Vec<const); coverage Untested 0; seal all hashes MATCH; ledger row included (pass, non-pass untouched). Dedup checked. Sequencing: one-line ledger rebase if the earlier lane PRs land first — I take it on request.

…HashTag#8887)

The fifth CR-CHAT-07 ring target (W2, R-CHAT-10): the
destination-uniformity rules - the batch ceiling, the emission
floor (twenty), then per emission the zero-destination probe
and the declared-set membership, then over the declared
destinations the per-destination floor (five) and the dominance
ceiling (no destination over three quarters, integer
cross-multiplication against a truncated quarter) - as the D5
verdict with every payload field, the original's rule order, and
all ten CDUG tests transcribed plus helper and rule-order tests.

The slice-of-arrays declared-set parameter becomes the
DeclaredDest record form; the BTreeMap counter becomes the
per-emission count scan; the per-destination walk runs over the
declared destinations. The original's million-record TooMany
fixture exceeds the t27b runner's stack ceiling - the port
documents the limit and covers the ceiling from below with the
largest buildable batch (a hundred thousand), the rule itself
staying in the code.

Checks (conventions 0-14): t27b test 12 passed 0 failed; t27c
test-report 12/12, 0 vacuous; gen-rust output compiles under rustc;
coverage Untested 0; ASCII only; seal saved, all hashes MATCH;
