Merge request for the gHashTag merger: steward READY on final SHA d77f3b4 (required all SUCCESS; the three red are non-required per Q16, red on master too — this PR's own ratchet rows are gone after its ledger row landed; the 160 rows it still reports are the 158 pre-existing plus the two padding rows that belong to the unmerged #9614's subjects, not this PR). One-line ledger rebase if #9614/#9641 land first — I take it on request. |

Refs #8884 (CR-CHAT-04 ring tracker). Parent epic: gHashTag/trios#1812 (W2, own lane, T-PORT). Fourth W2 target delivered: the MLS External Commit join gate (RFC 9420 12.2) as the D5 verdict, original rule order, all ten EIP tests plus helper, accessor, sentinel and rule-order tests (15 total). By-value struct parameters (gen-rust raw-pointer fields fail rustc, t27b rejects address-of-call; probe checked both backends). Records carry lengths and probe bits, not secret bytes. t27b 15/15 native; t27c 15/15, 0 vacuous; gen-rust compiles under rustc; coverage Untested 0; seal all hashes MATCH; ledger row included (pass, 28/28 untouched). Dedup checked. Sequencing: one-line ledger rebase if #9614/#9641 land first.
