Closes #8307. Refs gHashTag/999-multibots-telegraf#3954.

course_outreach sends on LinkedIn and X one message per approval card, and until now nothing but the owner's press capped how many went out per day or per week on one network. v3 adds the cap:

  • network_day_cap(network: str) -> u8: linkedin 20, x 25, anything else 0
  • network_week_cap(network: str) -> u8: linkedin 90, x 100, anything else 0 (the last 7 days, not the calendar week)
  • network_may_send(network: str, sent_day: u16, sent_week: u16) -> bool: both counts below their caps
  • an unknown network has cap 0 and never sends

The numbers are community guidance for LinkedIn automation collected in gHashTag/999-multibots-telegraf#3954 (10-20 a day, roughly 90-100 a week); the spec's header says so.

Changes

  • specs/automation/course-outreach.t27: v3 (VERSION 3, header note, 6 constants, 3 fns, 5 tests).
  • .trinity/seals/automation_automation::course_outreach.json: re-sealed.
  • docs/reports/t27b_expectations.json: unchanged; the row already says pass. The native JIT runs only on arm64, so it was not run here; t27b build compiles v3 on x86_64.

Testing

Negative controls on copies of the spec, 13 of 13 caught: day < -> <=, week < -> <=, day check dropped, week check dropped, && -> ||, unknown network day cap 1, week cap 1, both 5, X takes LinkedIn's day cap, X takes LinkedIn's week cap, LinkedIn day 21, LinkedIn week 91, VERSION left at 2.

Host binding: gHashTag/999-multibots-telegraf#3954 (apps/vibee-editor/render/src/spec/course-outreach.test.ts, the caps run from wasm through scripts/t27-logic.mjs).

The red check here is t27b-native-ratchet (non-required). Its summary reads "t27b 1180 / reference 1256 native arm64 … ratchet red". It is red on other open PRs that don't touch this spec too (#8306, #8304, #8258), and it does not run on master pushes, so this PR did not cause it. There is no fix to port yet.

The four required checks are green: validate, check-linked-issue, parse-ratchet, own-language. The spec's own t27c test-report gives 25/25 pass, 0 vacuous, and 13 of 13 negative controls were caught. The 999 host side is in gHashTag/999-multibots-telegraf#3948 (commit 9b688780).
