Closes #7849

bot-topic-tabs.t27 v4 adds two rules so a tab in the private chat is never shown twice:

RENAME_REMAKES = false. If Telegram refuses a rename, the tab stays as it is, with its old name. Only the /tabs probe can decide that a tab is gone.
clears_old(remaking, had_thread). Before a tab is made again, the thread its row pointed to is deleted.
- If that thread is really gone, this costs one refused call.
- If the server only claimed it was missing, the old thread is deleted, so the person never sees the tab twice.

The conversation survives the new thread because tab memory is keyed by kind (bot-agent-memory.t27).

Checks:

t27c test-report: 14/14 pass.
Vacuity: 0 of 14 tests assert nothing.
Negative control on clears_old: caught.
Sealed.
