Ports the 3 functions of scripts/gen_w637.py (indent, build_tree, generate) to specs/port/scripts/gen_w637.t27, following the merged gen_w636 port. Decisions (indent width, point coordinate with 32768 wrap, subtree point count) are pure functions with 6 tests; generate() is plumbing with an undefined body.

Checks run locally: spec-status IMPLEMENTED; test-report 6/6 pass, 0 vacuous; 'not yet implemented' count 0. tools/duplicate_bodies_baseline.txt: build_tree 6 -> 7. t27c taken from a sibling worktree on current master, not rebuilt from this tree (this PR adds only a .t27 file and one baseline line).
