…gnatures and tests - Updated function signatures to match specifications: * forward(input: []const f32, output: []f32, mask: []bool, training: bool, config: DropoutConfig) -> void * backward(grad_output: []const f32, mask: []const bool, grad_input: []f32, config: DropoutConfig) -> void - Implemented dropout logic: * During training: randomly drop neurons based on mask, optionally scale during training * During inference: scale all neurons by (1 - dropout_probability) * Backward pass: gradients flow through kept neurons, zero for dropped neurons - Added proper tests for both functions with correct parameter passing - Used while loop syntax for iteration as required by T27 language Closes #3700

Every changed path is inside the boundary the issue declares:specs/ml/layers/dropout_layer.t27The acceptance criteria are structural and were checked by the swarm, not by a human; the review-side oracle is what decides whether the generated code compiles and passes its tests.
