Summary
Add a WeightInitializer that generates deterministic packed-trit weight patterns and loads them into MockMmio BRAM addresses. Patterns: all-N, all-Z, all-P, alternating (N,Z,P), phi-sequence (cycling), and seeded-random. Bridges W44 ternary packer with W41 InferenceEngine.
