Memo feature

Add memo feature on the bot.

Command: memo
Aliases: note, 메모, etc

Features:

• Add, Edit, Delete memo
• Memo list/search
• Memo sorting (name, author(if server memo), creation date, last edited date, etc)
• memo labeling (thinking)
• User/Server Memo

• User memo stores in user, globally controllable on any servers.
• Server memo stores in server, so someone with read perms can read the server memo. (+ can editable if having write perms)

• Server memo perms
• memo sharing (+ links/websites - after creating web dashboard)
• import/export memo to various sites (pastebin, trello, notion, etc)
