Models doesn't work when fetchModels: false is used #661

Open

Description

@brettowe

was trying out eca and eca-desktop today and stumbled across a bug.
when I started I had a simple config (eca-config.json minus the fetch models line.)
this worked but with llama.cpp in router mode this drags in everything. so I added fetch models line and it was the short list of models but then nothing worked, until I re-enabled fetch models.

Expected behavior

things function, but with a short model list.

Additional context
while slop wasn't requested I did have AI dig some to at least verify what I was seeing, I had it generate a report but I'll trim it down to just the files/line number bits

src/eca/llm_api.clj:198-217 — the provider->api-handler function. When model capabilities don't include a discovered :api field (because discovery was skipped), it falls back to checking the provider's base-provider name. For custom providers this doesn't match any known type, so it returns nil. The handler being nil causes the API call to crash.

The same skip happens in src/eca/models.clj:764 — fetch-model-catalog-enabled? returns false when fetchModels: false, so the provider's /models endpoint is never called.
