docs: rewrite the README around the agreement lifecycle - #688

The README said only that this repo contains the DIPs Gateway service. Rewrite it for indexers: how offers arrive, the 10-minute on-chain acceptance deadline, pricing and exclusion rules, plus a banner, badges, and a workspace layout table.

This PR rewrites the README. The old README said only that the repo contains the DIPs Gateway service and linked the CLI docs. The new one explains what dipper does end to end.
