Use the score_cpp_policies as central quality tooling #12

What

As identified in the review #6 (comment)
we need to exchange the mdule-specific clang configuraiton (.clang-format), use the centralized cpp quality tooling https://github.com/eclipse-score/score_cpp_policies as soon as it will be available

Replace the module-local quality tool configurations with the centralized
score_cpp_policies
Bazel dependency.

This is a prerequisite for all other SCA and sanitizer tasks in #41.

• Add score_cpp_policies as bazel_dep in MODULE.bazel
• Remove the module-local .clang-format (superseded by score_cpp_policies)
• Verify that score_cpp_policies exposes the Clang-Tidy ruleset needed for
  the --config=lint Bazel config

Why

The current module ships its own .clang-format, which diverges from the
S-CORE standard over time. The score_cpp_policies repo provides centrally
maintained, safety-critical C++ tool policies including sanitizer
configurations and Clang-Tidy rules.
