Type Layout Checks #13391

To protect system resiliency, Crossgen emits method pre-codes (code that is guaranteed to run once before a given method is executed for the first time) that checks various properties of dependent types outside the version bubble that affect codegen of that particular method. This functionality is currently missing and needs porting into CPAOT.
