This didn't hit in last weekend's CI runs, but I can still repro it with a mainline JIT. Minimal repro is to set

I've bisected the failure to #112907. This seems to be the exact same issue as #113049: A certain pattern of inlining in
System.Uri.ParseSchemeCheckImplicitFile, combined with the assertion prop changes, results in the JIT creating a path into the exceptional code inSystem.MemoryExtensions:AsSpan(System.String,int,int). I see a diff in assertion prop similar to the one shown in the other issue:cc @EgorBo
