What changed in this PR

This generated PR updates the diagnostics source-build license-scan baseline from build 3118618.

Changes:

• Adds two generic-exception detections for the vendored libunwind IA-64 manual and TeX source.
• Changes only the baseline; no exclusions or scan-policy changes are included.

Validation was limited to repository source and filtering rules; raw CI scan artifacts were not inspected, and the scan was not rerun.
