follow-up on #652. msquic can now cross-compile and that opens new avenues for Azure pipelines.
Instead of adding to arm and arm64 I put it to coredeps to get it ion one show for both.

It seems like this is failing to build binutils. Any idea @janvorli @am11 ? This seems unrelated to packages I added.

@wfurt, I opened a PR two weeks ago dotnet/arcade#10215 in response to SmartOS team pointed out that 2020Q1 packages are obsoleted. PR is just awaiting someone pressing the merge button. :)

The Wabi=11 warnings are benign, we can ignore them. This is the same illumos cross toolchain used by Rust engineering infra, and nothing has changed in those bits upstream in recent months.
