A quick pass through the FSI reference docs to update it for .Net Core
I updated references to fsi.exe in favor of
dotnet fsi, and added a section about package management.I'm hoping to link to this page/section on package management directly from nuget.org (see NuGet/NuGetGallery#8167) so I want the section on package management to be relevant.
