Remove this not yet approved and not yet merged CA rule doc page #22084

See details at dotnet/roslyn-analyzers#3983 (comment). Seems an external contributor proposed a new rule, created an open PR to implement an analyzer and also submitted a docs PR for the same before the proposed rule OR the PR was even reviewed.

You may want to probably wait for couple of days to get more feedback on dotnet/roslyn-analyzers#3983 before removing the doc page.
