Keep patch updates eligible while preserving the intentional target-framework compatibility split. Repair the invalid overlapping NuGet update block using the approach proposed in #10951, retaining manual Verify updates. It seems #10910 changes are not works as expected and causing validation errors.
And it's not possibly to define multiple nuget sources with same
target-branch/directorypairs.This PR include following changes
Verify.*packagesVerify.*packages (It's expected to be updated manually)
