According to the documentation in docs/PreparingPatchUpdates.md, when incrementing the patch version, the package baselines should also be updated. The eng/Baseline.xml file is currently at version 9.0.10, but it should be updated to 9.0.13 (the previous release version) before preparing for the 9.0.14 release. After updating eng/Baseline.xml, you'll need to run the BaselineGenerator tool as documented in eng/tools/BaselineGenerator/README.md to regenerate eng/Baseline.Designer.props.
