This changes Docker Hub OIDC logins to request a one hour token by default. The previous five minute default could expire when workflows run tests, setup, downloads, or other non-Docker steps between login and the later build, push, or pull operation, which made PAT-to-OIDC migrations fail with non-obvious authentication errors.
