Follow-up to #4056 after the managed-dashboard API became available.

Summary

• fetch dashboards granted to the signed-in member after Den advertises the capability
• render organization-managed dashboards and MCP App tiles in Desktop
• keep dashboard authoring and MCP App selection server-side by removing the Desktop Add app flow and local dashboard store
• preserve per-user, per-organization launch consent; managed tiles are non-removable, manual-first, and write-capable tools remain request-only
