feat: bump ic-wasm and drop syn 3 - #11016

This bumps to ic-wasm 0.11.1 which relaxes the bounds on `syn`, which (with some more pinning gymnastics) allows us to drop the recently released syn v3 crate. We already depend on syn v1 & v2, and we'll update everything to v3 later.
