infra: cap fleet Cargo target storage with a safe janitor (#3448) - #4175
The janitor only enumerates explicit fleet target directories, keeps the primary clone out of scope, and rechecks queue claims, open PRs and Cargo-process cwd before each removal. A run is bounded to 20 targets and logs a fsynced JSONL plan/removal record.
Live dry-run: 615.07 GiB measured; 20 eligible targets listed and 27 protected.
First enforced run: 231.80 GiB reclaimed; post-run measurement 387.61 GiB. The run reports over_cap=true rather than touching protected targets; subsequent installed hourly runs continue eligible cleanup. Open-PR/live-task targets remained protected.
Merge Danger
Door: Two-way for the code/timer (disable or revert); the local Cargo artifacts removed in the first run are discarded but reproducible by Cargo, with sccache retaining compilation reuse.
Blast Radius: Medium — fleet pkgs/id/target and named ad-hoc targets only; primary target and active/open-PR worktrees are excluded.
The user timer is packaged but was not enabled from this task worktree; install from the updated primary after merge.

Summary
Target discovery and protection infra/cargo-target-janitor/bin/cargo_target_janitor.py, infra/cargo-target-janitor/tests/test_cargo_target_janitor.py
The janitor identifies ad-hoc and worktree targets, measures allocated file space, and checks task, pull request, process, worktree, and age state. Tests cover discovery, protection, path helpers, and hard-link accounting.
Cleanup planning and apply workflow infra/cargo-target-janitor/bin/cargo_target_janitor.py, infra/cargo-target-janitor/tests/test_cargo_target_janitor.py, infra/cargo-target-janitor/README.md
The janitor selects eligible targets oldest-first, logs plans, and defaults to dry-run. Apply mode rechecks target state and path safety before deletion. The documentation describes the cap, deletion limits, safeguards, and reporting.
Scheduling and installation infra/cargo-target-janitor/systemd/*, infra/cargo-target-janitor/README.md
The systemd timer schedules the service hourly, and the installer installs the executable and units before enabling the timer. The documentation describes manual commands, scheduling controls, and the test command.

Merge Risk: Low · previous review aa025
The janitor has edge cases that can remove protected build caches, interrupt a build, or misreport storage usage. These impacts are recoverable through rebuilding or a later run. Merge risk is low, with owner awareness and follow-up on the safety checks warranted.

P1: registered worktrees named target-* were classified as disposable
ad-hoc targets (whole checkout removable). Ad-hoc is now exactly
target-<task-id> per the README, registered worktree roots are always
excluded, and measure_total/main task-id collection use the same
predicate.
P1: apply loop now rechecks build processes against the whole owning
worktree (cwd anywhere inside it) before every removal, not only
processes inside the target dir or branch-less targets.
P2: target_stats counts each inode once at allocated blocks — Cargo
hard-links artifacts, so per-path st_size double-charged sizes and
inflated cap/reclaimed figures.
Tests: 11 pass (3 new for the findings; one existing test updated —
target-not-a-task is not a target shape at all under the numeric rule).
@codex review — head aa025a1 dispositions all three findings from the 8d00da5 review (whole-worktree process recheck, registered-worktree exclusion from ad-hoc targets, inode-deduped allocated sizing).
Add a test for an aged, unprotected worktree target.
discover_targets admits an old, unclaimed worktree target as eligible. No test covers that path. make_target ages only the artifact file. target_stats also uses directory mtimes, so the age=72 fixtures stay recent during discovery. A regression that always protects non-terminal worktrees would still pass the added tests.

Add a regression test alongside the existing `discover_targets` tests for an
old, unprotected worktree target. Age the target directory and its descendants,
not just the artifact file, then verify discovery leaves it unprotected and
marks it eligible with the older-than-threshold reason.
test_default_logs_plan_without_deleting calls janitor.append_log directly and never calls main(). Removing the if not args.apply: return 0 gate would not fail any test. No test covers the default mode that keeps eligible targets in place.
Add a test that runs main() without --apply. The fixture must select a target. Otherwise, the test passes before it reaches the gate:
Age the target directory and every entry under it. target_stats() uses the newest mtime across the target directory, its subdirectories, and its files. make_target() ages only the artifact.
Map the target's worktree to a task branch, such as queue/45-fix.
Patch janitor.GIB to 1. main() computes the cap as args.cap_gib * GIB, and --cap-gib accepts only whole GiB. With --cap-gib 1 and the real GIB, the cap is larger than the fixture, so nothing is selected.
Patch worktree_branches, load_queue_client, queue_claims, queue_task_states, open_pr_branches, and active_process_cwds so that no protection applies.
The test then asserts the planned candidate and that the target still exists.

Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
queue_claims converts a falsey helper response to an empty claim list. If module.http signals an unsuccessful request with None, a failed liveness lookup becomes permission to delete rather than a refusal.
Apply mode can delete that task's active target.
This can occur when: The queue helper returns None for a transient failure while an otherwise eligible target belongs to a claimed task.

Stop target_stats from skipping unreadable directories.
os.walk ignores scandir errors by default. An unreadable subdirectory is skipped, so its files are missing from the target size and the fleet total. The docstring states that the function fails closed on I/O errors. Raise non-vanished walk errors instead, so the caller marks the target stat-failed.

Derive ad-hoc task IDs from worktree directory names as well as branch names.
worktree_task_ids reads only branch names. A target-47 directory is therefore marked worktree-gone while a registered task-47 worktree exists on a branch without 47. That marking skips the 48-hour age check, so the target becomes eligible while the worktree is live. Worktree-backed targets already fall back to the directory name, so the ad-hoc check and the apply-time recheck should use the same rule.

Update worktree_task_ids and the apply-time recheck to derive task IDs from each
worktree’s branch name or, when that yields no ID, its directory name. Keep both
checks consistent so a matching live worktree prevents the target from being
marked worktree-gone.

Serialize apply runs with an exclusive lock.
A manual --apply can overlap the hourly timer. Both runs select the same oldest targets. The second run stops on a target the first run already removed and exits 2. Take a non-blocking flock on apply.lock before planning. The second run then refuses before it reads or removes paths.
try:
+ if args.apply:+ args.state_dir.mkdir(parents=True, exist_ok=True)+ lock = (args.state_dir / "apply.lock").open("a", encoding="utf-8")+ try:+ fcntl.flock(lock, fcntl.LOCK_EX | fcntl.LOCK_NB)+ except BlockingIOError:+ print("cargo-target-janitor: another apply run holds the lock", file=sys.stderr)+ return 2

Serialize `--apply` runs by acquiring a non-blocking exclusive lock on
`apply.lock` before planning or reading target paths. Keep the lock held through
the apply operation, and refuse the second run before it reads or removes paths
if the lock is already held; place this in the apply flow before the `for target
in selected` loop.

Re-check the fleet containment guard after the ancestor path is resolved.
The apply loop validates the target path once, then calls shutil.rmtree on that path after a window that performs further I/O. The validation pins only the resolved path string, not its ancestor directories. If an ancestor directory under the fleet root is replaced with a symlink to an outside directory during this window, rmtree follows the symlink and removes a pkgs/id/target directory outside the fleet. The check at the containment line does not cover this window.
The gap sits between the containment check and the removal. Between them, the loop runs fresh queue, PR, and process-state checks, a git worktree list subprocess on the worktree-gone path, and a full target_stats walk of the target. The check cannot detect a swap that happens after it runs.
Safer options:
Open the fleet root and each path component with O_NOFOLLOW, then remove the target with shutil.rmtree(name, dir_fd=fd).
Or verify os.stat identity of the target and each ancestor immediately before removal, and accept that a small race remains.
I have not verified a complete code change for this, so no diff is included.

Harden the apply loop’s removal of target.path so a change to any ancestor after
the initial validation cannot cause deletion outside the fleet root. Establish
and use a removal-time containment check or filesystem operation that protects
the target and its ancestors through removal; verify its platform semantics and
retain the existing SafetyError safeguards.

Reject ad-hoc target removal while any Cargo process runs outside the fleet.
The apply check at lines 421-423 skips an ad-hoc target only when a build cwd is inside --fleet-root. A Cargo build started elsewhere can set CARGO_TARGET_DIR to target-<id>, and the janitor does not read that variable. The janitor can then delete artifacts that build is using. Block ad-hoc removal while any current-user Cargo, rustc, or build-script process runs.

Re-measure the real total before the cap break in the apply loop.
The apply loop decides when to stop from remaining_estimate, which starts at the discovery-time total and drops by each target's size measured just before removal. Growth of an in-scope target after discovery is never added back. The estimate therefore falls below the real remaining total, and the loop can stop while the real total is still above the cap. The run then reports over_cap: true with eligible targets left unremoved. Removal is not incorrect, and the hourly timer runs again.

Disposition the remaining Codex P2 on PR #4175: a worktree that
switched branches between discovery and removal was still checked
against its recorded branch/task, so a target recorded on a terminal
branch stayed removable after the checkout moved to a claimed branch
with an open PR. The apply loop now re-derives the owning worktree
mapping immediately before each removal (owner_changed) and stops
if the branch or task changed, or the worktree was unregistered.
Two unit tests pin the switch, the no-change control, the
unregistered case, and the ad-hoc exemption.

Summary
The janitor only enumerates explicit fleet target directories, keeps the primary clone out of scope, and rechecks queue claims, open PRs and Cargo-process cwd before each removal. A run is bounded to 20 targets and logs a fsynced JSONL plan/removal record.
