Design-only response to #2033. Adds doc/2026-11-01_design_id2033.md, pinned to the current checkout's file:line evidence.\n\nThe recommendation is a node-local abuse-policy evaluator with typed subjects and protocol adapters. It distinguishes transport endpoint, event author, account, WebSocket identity, and direct IP; preserves #2030's validity-at-ingest / per-view projection model; and defines structured refusals, defaults, invariants, and acceptance criteria.\n\nPhased plan: P0 shared counters/refusal + HTTP mapping; P0 collaboration WebSocket limits and diagnostics; P0 endpoint block/author mute + quick action; P1 wired config and budgets/overrides; P2 direct-IP and distinct topic/tag rules. Existing follow-ons #2244, #2245, and #2247 are referenced rather than recreated.\n\nDrew questions: none; relay-attested IP is explicitly deferred. No implementation code changed, and this PR does not close #2033.
