   Still live: main-tier id workflow failed on main at 281d999 (run 40983180824, Breakage-ID a87fdb57fa4a) with every basic flake check red at once — cargo-check, cargo-fmt, clippy, crash-gate-sweep, rustfmt, test-unit, treefmt — which points at one shared cause (flake/toolchain level) rather than seven independent defects.

   Routing (already done by this monitor run): the breakage chain's own note on this issue (2026-10-30T04:19:12Z) recorded that the jules budget was exhausted and delegated the packet to the fleet monitor; triage task 3844 was enqueued this run at priority 90 (dedupe repo-health:v1:triage:developing-today/code:issue:2554). Its first job is the supersession check — if a newer main run for id is green, this closes as superseded with that evidence; the monitor does not close main-broken issues outside that verified case.

   Related: #1782 (the main-breakage chain design). Risks: while main is red for id, every id PR's checks are uninformative, so triage speed matters more than triage depth here.
