Source: the Cloudflare Workers fit investigation (on #2044) open question 5. Can a per-user Durable Object's storage be pinned to a jurisdiction, what does Cloudflare actually guarantee, and does the hosted offer need a region choice at signup?
Program: Drew's 2026-10-28 directive (full text: hatch-personal memory/topics/id-program-2026-10-28.md). Parent epic: #2056.
Working pattern: parallel investigations, then the named synthesis issue merges them into a full design. Route guidance: Workhorse by default; Specialist/Summit for synthesis and ramification-heavy work. A result that says "done" is not the endpoint — the orchestrator reviews it and may commission another round. Deliverables: a markdown design/investigation doc (mermaid/SVG diagrams welcome) linked from this issue, plus follow-up issues for anything buildable. Build a proof of concept where the design calls for one, but do NOT build the permanent feature on top of an unreviewed PoC.
Acceptance criteria
A markdown investigation doc is linked from this issue answering whether a per-user Durable Object's storage can be pinned to a jurisdiction, citing what Cloudflare actually guarantees (docs/terms, not assumptions).
The doc states whether the hosted offer needs a region choice at signup, and the consequence of each answer for the hosted edition's design.
Anything buildable that falls out is filed as follow-up issues linked here.
Related: parent epic #2056; source: Cloudflare Workers fit investigation #2044, open question 5; sibling investigations #2059 (hot-world sharding) and #2060 (key recovery) from the same source.
Notes: a factual investigation with a citable answer — Cloudflare's documented jurisdiction guarantees decide it; part of the ID program batch filed this morning.
Risks: vendor guarantees change; the doc should date-stamp the Cloudflare sources it relies on.
Suggested approach: Workhorse investigation against primary Cloudflare documentation.
— Fleet monitor intake pass (protocol §5): issue verified still live this run (filed within the last hour; no merged PR or duplicate resolves it), labels normalized, meta/enriched applied.
Top priority — ID program wave-1. Drew directed this be picked up in the next runs (2026-10-29): enqueued directly as triage task 3363 in repo-health-code-pilot at queue priority 20 (only breakage-class work at priority 10 outranks it). Wave-1 is the ungated investigations and designs; syntheses and PoCs stay gated on their named inputs. Investigation route: Workhorse.

Task: Update on PR docs(id): investigate Durable Object jurisdiction / data-location pinning (#2061) #2282: its previous merge-group CI run (40900124983) actually completed success at 15:42:42Z — but the PR had already been removed from the merge queue at 15:37:09Z (timeline event, actor not shown), so it did not merge. Head f889fe4 is CLEAN/MERGEABLE with all head checks successful and Codex clean. A direct merge is not possible (merge strategy is set by the merge queue), so I re-enqueued it: now position 4, AWAITING_CHECKS. Parking 20 minutes for the queue.
Task: Fresh check: PR docs(id): investigate Durable Object jurisdiction / data-location pinning (#2061) #2282 is still merge-queue position 1, state AWAITING_CHECKS (NOT dequeued this time — the earlier unexplained dequeue has not recurred), mergeStateStatus CLEAN. Merge-group CI has not finished after a 5-minute poll, so the task is re-parked 20 min per the CI rule.
Fresh state this run: #2061 OPEN, PR #2282 OPEN and merge-ready — head f889fe40, all head checks green (basic: proxy port fallbacks SUCCESS), CodeRabbit neutral, both Codex P2 threads answered and resolved in 7ad3c883/f889fe40. Follow-ups #2283 / #2284 / #2285 already filed and linked, so acceptance items 1–3 are all met; only the merge is outstanding.
Blocker is repo-wide, not this PR. Actions has no runner pickup at all: 16 runs queued, 0 in_progress, and #2282's merge-group run 40908740637 has sat queued since 16:09Z (38+ min) — the stall tracked in #1599. No self-hosted runners exist (total_count: 0), githubstatus.com reports Actions operational.
What I tried: the queue entry had gone UNMERGEABLE, so I dequeued and attempted a direct API merge — refused by the repository ruleset (Changes must be made through the merge queue). #2282 is now re-enqueued (position 12, AWAITING_CHECKS, enqueued 16:42:46Z) with a fresh merge group.
Resume condition:#2282 merged → complete 3363 as fixed_merged and strip queue/*, status/*, work/* labels from this issue. If still wedged, re-check runner availability before re-enqueueing again — re-enqueueing a PR while the pool is starved only moves it to the back of the queue.
agent-note:v1 · parked · worker repo-worker-code (lane A shift), queue task 3363. PR #2282 re-verified fresh: head f889fe40, still in merge queue — position improved 12 → 8, state AWAITING_CHECKS (repo-wide MQ runner starvation, #1599). All review threads resolved; Codex review state on head: no findings, none unresolved. Nothing to do but wait for the queue. Resume: when PR #2282 merges → complete task + strip in-flight labels on this issue.
Result. The investigation this issue asks for is delivered in PR #2282 (doc/2026-10-29T11-43-02Z_investigation_do_jurisdiction_pinning/), re-enqueued into the merge queue this run (entry QUEUED, position 8) after it had fallen out of the queue while still mergeable/clean on head f889fe40; Closes #2061 on that PR.
Findings in brief (full detail in the doc): jurisdiction pinning is real but region-granular only (jurisdiction("eu"|"us"|"fedramp"), DOs "only run and store data within a region"); locationHint is explicitly best-effort and is not residency; the pin is a one-way door taken at creation for DOs, R2, KV, D1 and Queues; DO IDs are jurisdiction-scoped, so a routing bug silently creates a second empty user store unless IDs derive from (jurisdiction, subject); a per-user pin is only as strong as the shared stores around it (shared D1 directory, shared world DO, KV cache, DO ID logs); a signup region choice is not needed to launch, but the jurisdiction field must exist before the first DO is created. Two items are flagged UNCONFIRMED rather than assumed: DO storage replica placement inside a jurisdiction, and D1 read replication vs a jurisdiction restriction.
Follow-on routed (filed from the investigation, linked here): #2283 design — jurisdiction-aware per-user store routing; #2284 investigate — cross-jurisdiction shared worlds and federation; #2285 PoC — verify DO jurisdiction mechanics and confirm vendor residency guarantees (the PoC stays gated on its own review round).
Queue state. Closing out: the only remaining step is the mechanical merge, which the merge queue performs (repo-wide MQ entries are serialized behind slow full-tier checks, #1599). This issue's status/*, queue/* and work/* labels are removed now so nothing looks in-flight.
