Phase 5: tag event bodies must travel with the event #182
Description
Found in P5.1/P5.2 (phase-5 merge b6f1a1d). Tag claim and clear events count only once their body arrives, and sync carries no bodies. Two replicas can therefore disagree until bodies are transferred. Blocks P5.4 (documents). Decide: carry the tag body in the event, or add a body fetch to sync and gate counting on it.

Done on main (1f269a8): the tag body is part of the signed tag event.
pkgs/id/src/chain.rs:109documents it, andpkgs/id/src/event_store/ingest.rs:234refuses a separate payload on tag events (commit 2250f80). Closing; reopen if a sync path still ships the body separately.
