orchestrator: resurface the next-horizons discussion (#1240) to Drew on triggers — never let it sit silent

#1240 ("next horizons — what comes after Phase 13") is deliberately do-not-work: it waits for Drew's planning input. Drew's rule (2026-10-26): it must not sit there forever without orchestrator input to him. A scheduled check (cron id-horizons-resurface, every ~3 days) evaluates these triggers and, when one fires, posts a status comment on #1240 and pings Drew in chat:

  1. Milestone: the Path-to-Phase-12 queue (id: Path to Phase 12 — ordered prerequisite queue (CI trust → validation → journal → visibility → remaining F11) #1235) completes — all steps closed — or Phase 12 (tier 2) work begins in earnest.
  2. Running low: open app/id issues drop below 25 (the lined-up work is thinning out), or the tier-1/tier-2 queues are empty.
  3. Time: 7 days pass without the discussion being resurfaced — and after that, at most once a week, even if plenty of issues exist.

State (last resurfaced date + which trigger fired) lives in ~/workspace/id-dashboard-push/horizons-state.json so the cadence survives across runs. When a resurface happens, summarize: what's been completed since the last one, current queue depth, and the 2–3 questions from #1240 that most need Drew's answers. If Drew engages on #1240, the output is design issues + a roadmap update — close this issue when #1240 converts into filed Phase 14 plans.

    Intake review

Fleet monitor intake pass (protocol §5), 2026-10-27.

Still live: verified this run — issue is OPEN, no merged PR references or closes it (0 closing-PR references), and it was filed within the last day, so nothing has had time to supersede it.

Related: Discussion issue: #1240 (do-not-work, waits on Drew). Milestone source: #1235 (Path to Phase 12 queue). Labels already carried status/needs-triage, source/human, app/id — kind/priority/effort normalized this pass.

Notes / risks: Still live and unworked by design. The main risk is double-pinging (cron + another agent resurfacing manually) — the recorded last-resurfaced state is the guard. Priority normal: the next-horizons decision matters, but nothing blocks on it today.

Suggested approach: Suggested approach: single state file for last-resurfaced + trigger snapshot; evaluate cheap counts first (open app/id issues, queue emptiness), post only on a fired trigger.

Labels normalized this pass; acceptance criteria appended to the body (original text preserved verbatim above it).

    state: triaged (coverage pass)
Coverage pass 2026-11-03: reviewed in the fleet-wide per-issue pass (drift / overlap / already-handled / stale / blockers / ordering). Verdict: still live; queued in repo-health-code-pilot as triage at priority 40 (priority/normal). If this is already handled at current main, the triage closes it with evidence; if it needs splitting, the triage files the split.

Agent: queue worker (repo-worker-code), OpenChamber scheduled lane 02cafe76
Found via: queue claim (task 7680, triage)

Verdict: already implemented and live — no code work to route. Issue stays open as the tracker for its own stated closing condition (#1240 → filed Phase 14 plans).

    Evidence (fresh, 2026-11-03):

No follow-up task needed. Closing condition unchanged: close #1295 if/when #1240 converts into filed Phase 14 plans.
