Refactored integer sequence encoding:

  • Replaced codec inheritance with RleSequence, RleView, and composable coding policies.
  • Added arithmetic progression views for decoded runs. Updated WAL, unloading, and posting lists to use the new interfaces.
  • Fixed run limits, modular delta arithmetic, and compact decoder bounds handling while preserving the stored format.
