Add tests for 2025.12 functionality #401

This is a tracking issue for testing new 2025.12 functionality.

• hypothesis needs updating to allow for "2025.12" version -- Add 2025.12 to allowed array API versions HypothesisWorks/hypothesis#4645
• update the array_api submodule
• default to 2025.12 array API version, make "draft" into 2026.12 (https://github.com/data-apis/array-api-tests/blob/master/array_api_tests/__init__.py#L89)
• default to 2025.12 in -compat -- CI: run tests against the 2025.12 revision array-api-compat#393 + ENH: bump wrapped API versions to 2025.12 array-api-compat#397
• default to 2025.12 in -strict (https://github.com/data-apis/array-api-strict/blob/main/array_api_strict/_flags.py#L28)

New functions

• linalg.eig : ENH: add tests for eig and eigvals #404
• linalg.eigvals : ENH: add tests for eig and eigvals #404
• broadcast_shapes (feat: add broadcast_shapes to the specification array-api#983) : ENH: test broadcast_shapes #403
• ENH: add a basic test of isin #426

New functionality

• searchorted x2 argument can be a scalar : ENH: searchsorted: allow x2 to be python scalar #394
• negative axis support in permute_dims : ENH: test permute_dims with axis < 0 #395
• tuple axis in expand_dims: ENH: expand_dims tuple axes #414

API changes

• meshgrid, broadcast_arrays and info.devices return tuples not lists : ENH: Test return values which changes from lists to tuples in 2025.12 #406

Clarifications

• clip can accept float array x and int scalars for min and max, cf the spec PR docs: clip() with scalar min/max clarifications array-api#926 : Test clip-ing of a float array with integer scalars min/max #411
