What this does: Prepares the 5.0.0-beta.3 prerelease. It raises every package version from 5.0.0-beta.2 to 5.0.0-beta.3 and adds a changelog section for the 31 commits merged into v5.0-dev since beta.2. The three packages that sit a few major versions ahead keep that gap: dash-spv 6.0.0-beta.3, dash 8.0.0-beta.3, wallet-lib 12.0.0-beta.3. No code changes.

Value: Devnets, wallets and SDK users can pick up this week's PV14 work in one tagged build. That includes countPresent, deleteConstraints, ttl-bounded summed values, skipIfAbsent on derived index properties, and the fix for contested vote polls stuck on empty end dates. It also includes the token-policy check on document payments, the moderator-restore constraint check, query errors returned as INVALID_ARGUMENT, and the SDK no longer banning nodes for those errors.

Risks: Low. Only version numbers, Cargo.lock versions and CHANGELOG.md change. The breaking changes listed in the changelog shipped in their own PRs. Devnets on beta.2 must re-cut or upgrade together, because several of those changes alter PV14 behaviour.
