🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Restrict issue-comment handling to pull requests. Qualifying comments on ordinary issues invoke the reusable workflow. Its concurrency key uses github.event.issue.number, but its reconcile job skips ordinary issue comments through github.event.issue.pull_request. Therefore, these comments do not change PR policy state, but they still create unnecessary reusable-workflow runs. Require github.event.issue.pull_request around the qualifying-comment checks before invoking the workflow. Ordinary issue comments are not intended for PR-policy reconciliation.

Re-pins the shared review workflow. This is the change that actually reduces the load PR Hygiene puts on the organisation's GitHub API allowance — measured at 958 runs/day and ~50k requests/day across the five repositories before any of it.
